Top picks from this guide
#1
Operasi Patuh Agung 2026
A 14-day traffic operation by Bali Police and its district units, with 1,055 officers: 262 from the provincial police and 793 from the districts. Its stated aim is fewer violations, fewer accidents and fewer deaths. The transport office and the Jasa Raharja road insurance fund support it. Police also watch traffic on CCTV and send response teams to congested points.
#2
Canggu, Sanur, Kuta and Ubud
Police named Canggu and Sanur as areas of attention for violations by foreign nationals, and Detik Bali quoted the Director of Traffic describing tourist areas from Canggu to Sanur as the places where foreigners are most often stopped. A second ANTARA report lists Kuta and Ubud among the tourist areas covered, alongside the busy roads of Denpasar, Badung, Gianyar and Tabanan.
#3
Helmets: the first stops
On 29 October police stopped five foreign riders at the junction of Sunset Road and Imam Bonjol in Denpasar because their helmets did not meet the Indonesian national standard, SNI. They received enforcement action and guidance, and Detik Bali gave no fine. A senior officer said there is no difference between locals and foreigners before the law.
#4
Tickets, cameras and the rental shop
Officers use manual tickets and electronic handheld devices, and cameras record violations. Police said confirmation letters go to the registered address of the vehicle owner. A rented scooter is registered to the rental business, so ask the shop how it handles tickets before you sign, and take photos of the bike, helmet and plate when you collect it.
#5
Rental associations and consulates
Police said prevention and enforcement for foreign visitors will involve vehicle rental associations and consulates, and Bali Expat described the aim as awareness and compliance. Police also plan a discussion with community members and experts on handling foreigners who often break the rules. The reports gave no fine amounts and no full list of checked offences.
#6
Riders and the accident numbers
Police counted 7,393 traffic accidents in Bali from January to September 2026, up 26% from 5,879 a year earlier. Deaths rose from 404 to 415 and minor injuries from 7,572 to 9,581, while serious injuries fell from 66 to 52. An officer said violations must not become a habit and accidents must not be treated as normal.
What is Operasi Patuh Agung 2026 and how long does it last?
Operasi Patuh Agung 2026 is a traffic enforcement operation run by Bali Police with its district units. ANTARA reported on 26 October 2026 that it lasts 14 days, from 26 October to 8 November, and involves 1,055 officers, of whom 262 come from the provincial police and 793 from the district police. The transport office and the Jasa Raharja road insurance fund support it.
Bali's Director of Traffic said the goal is to reduce violations, accidents and deaths, and to bring back safe driving habits. According to Detik Bali, the police chief's message at the launch said road safety work must be more serious, measurable and sustainable, and that officers should educate the public in a humane way. Police use CCTV to watch traffic and send response teams to congested points. The reports did not publish a full list of checked offences or fine amounts.
Where will police check, and are tourists the target?
Police said they will give special attention to traffic violations by foreign nationals. Detik Bali reported on 26 October that the Director of Traffic is preparing special steps against foreigners who break traffic rules, and that tourist areas from Canggu to Sanur are where foreigners are most often stopped. ANTARA named Canggu and Sanur as areas of attention, and a second ANTARA report lists Kuta and Ubud among the tourist areas covered, alongside the busy roads of Denpasar, Badung, Gianyar and Tabanan.
It is not an operation only for tourists. Local riders and drivers are covered too, and the Director of Traffic asked residents to set a good example first, so that foreign offenders cannot point to local behaviour. Police also plan a focus group discussion with community members and experts on how to handle foreigners who often break the rules. If you ride in Canggu, Sanur, Kuta or Ubud before 8 November, we would expect more police on the road than usual.
What have police stopped riders for so far?
The clearest example in the reports is helmets. On Thursday 29 October police at the junction of Sunset Road and Imam Bonjol in Denpasar stopped five foreign riders who were not wearing helmets that met the Indonesian national standard, called SNI. Detik Bali reported on 30 October that they received enforcement action together with guidance so that they would not repeat the offence, and gave no fine amount. A senior officer said there is no difference between locals and foreigners before the law, and that every road user who breaks the rules will be treated the same way.
Detik Bali reported on 31 October that officers use both manual tickets and an electronic handheld device, and quoted an officer saying that police are not only focused on sanctions. Other items the officer asked drivers to check were complete vehicle documents and standard safety equipment.
Why now? The accident numbers
Police gave the figures at the launch on 26 October. Accidents rose 26% in the first nine months of 2026, deaths rose 2.7% and minor injuries rose by more than a quarter, while serious injuries fell. An officer said violations must not become a habit and accidents must not be treated as normal.
| Measure | January to September 2025 | January to September 2026 |
|---|---|---|
| Traffic accidents | 5,879 | 7,393 (up 26%) |
| Deaths | 404 | 415 |
| Minor injuries | 7,572 | 9,581 |
| Serious injuries | 66 | 52 |
| Material losses | Rp7.33 billion | Rp7.57 billion |

How do tickets work if you rent a scooter?
Officers can issue a manual ticket or an electronic ticket on a handheld device, and cameras record violations; police call the electronic system ETLE. ANTARA reported that enforcement through ETLE rose about 28% from January to September 2026 compared with 2025, and that confirmation letters are sent to the vehicle owner's registered address. A rented scooter is registered to the rental business, not to you. The reports do not say how rental shops pass a ticket on to a renter, or what the fines are.
Ask before you rent. Does the shop charge a fee for a ticket? Does it take the amount from your deposit? How long after you return the bike will it contact you? Take photos of the bike, the helmet and the number plate when you collect it, and keep your rental agreement. Our scooter rules guide has the licence, helmet and insurance rules in detail.
What should a visitor carry and do while riding?
The basics have not changed. The Bali Sun reported on 18 September 2026 that helmets are legally required for both rider and passenger, that riders need an international driving licence that covers the engine size of the motorcycle, and that comprehensive insurance is essential, with a check on what it covers after an accident. Our own guide adds that without the right licence your travel insurance is usually void.
- Helmet: one for the rider and one for every passenger, fastened, and of the SNI standard. Ask the rental shop to show you the SNI mark.
- Licence: your home motorcycle licence and an international driving permit that covers motorbikes.
- Insurance: read the motorbike clause before you ride, and ask what it covers after an accident.
- Papers: ask the rental shop for a copy of the registration paper and keep it with you.
- Behaviour: red lights, lanes and phones count; the stated goal of the operation is to restore safe driving habits.
Is it simpler to leave the riding to someone else?
For sightseeing days, a driver removes the whole question of licence, helmet and tickets. Our private car with driver is from $59 per car, and the Ubud rice terrace, temple and volcano tour is from $65 per car plus tickets of $22 per person, 10 hours with hotel pickup. For short trips in town, Grab, Gojek or a private driver compares the apps and drivers, and how to get around Bali covers all seven options.
If you still want a scooter, ask yourself honestly whether you ride at home. The October fuel shortage, which limited motorbikes to 3 litres from 17 to 23 October, is another reason to think twice: see our Bali fuel shortage report.
