Scooters are cheap, fun and the reason most travel insurance claims in Bali get refused. Legally you need both your home motorcycle licence and an International Driving Permit with a motorcycle endorsement. Most rental shops only ask for a passport — that does not make you legal, and it does not make you insured.
The numbers are worth knowing before you decide. Bali recorded 7,224 crashes and 632 deaths in 2023, roughly double the previous year, and about 86% involved motorcycles. If something goes wrong without a valid licence, an air ambulance to Singapore runs $50,000–100,000 and an international-standard hospital bed $1,000–5,000 a day.
There is no ban on tourists renting scooters in 2026 — the proposed one was never enacted. What did change is enforcement: random checkpoints are routine in Canggu, Kuta, Ubud and Uluwatu, usually mid-morning. Missing documents cost around IDR 300,000–500,000 each, and riding without a helmet is an instant IDR 250,000.

The workaround is always the same: walk five or ten minutes to a main road, or set your pickup at a nearby cafe or minimart instead of the entrance you are standing at.
