Four bases, and why ten does not work
The standard two-week plan you will find online lists eight to ten places to sleep. It reads like more of Bali for the same money. In practice it is the opposite: every base change costs two to four hours of road, plus packing, checking out and checking in, and those hours come out of the days you are counting. Ten bases over fourteen nights means a move every 1.4 days.
Four bases fit without hurrying: Ubud for the interior, Amed or Sidemen for the east, Nusa Penida for the island, and the south — Canggu, Seminyak or Uluwatu — for the last nights near the airport. Three to four nights each. You still see the same headline places; you just stop paying the transfer tax on them.
There is a second reason four beats ten, and it is not about time. Each base you add is another check-in, another set of directions to a driver who has not been there, another morning lost to logistics rather than to the island. The stops in this plan are the same ones every guide names — Tegallalang, Batur at dawn, Tirta Empul, the east coast, Kelingking, Uluwatu at sunset. What changes is that you see them from four beds instead of ten.
The legs, timed
These are the drives the itineraries leave out. From the airport it is 45-90 minutes to Uluwatu depending on when you land, 40-60 minutes to Canggu and 75-90 at peak, and 60-90 minutes to Ubud. Once you are based, the numbers that matter are the ones towards the sea: Seminyak to Sanur harbour is 30-50 minutes, while Canggu and the Bukit are both 60-90 minutes from the same port. That gap is a full hour of sleep on a morning boat day.
The Nusa Penida crossing itself is short — 30-45 minutes from Sanur, sea state depending. The Gilis are the outlier people underestimate: direct morning boats from Sanur to Gili Trawangan run 3h to 3h45. A Gili day trip from the south of Bali is therefore a fourteen-hour day for about four hours ashore, which is why it belongs in a two-week plan as an overnight, not a day out.
Add these up across a fourteen-day plan and the number surprises people. A ten-base route with an average of two and a half hours between bases spends roughly twenty-five hours in a car on transfers alone, before any sightseeing driving. The four-base version spends about eight. That difference is two full days.
What it costs on the ground, in rupiah
Two numbers are unavoidable and almost never mentioned. The Bali tourist levy is IDR 150,000 per foreign visitor, paid once through the Love Bali portal before you land. On top of that comes the visa. For a couple that is roughly IDR 300,000 of levy alone before the first coffee.
Entry fees are small individually and add up over fourteen days. From our own checks: Tegallalang rice terrace IDR 25,000, Jatiluwih IDR 75,000 for a foreign adult and IDR 50,000 for a child, Tanah Lot IDR 75,000, Sekumpul waterfall IDR 15,000 adult and IDR 5,000 child. The headline temples — Uluwatu, Tirta Empul, Besakih, Ulun Danu Beratan — sit at the top of the range, up to about IDR 100,000 per person. Budget IDR 50,000-100,000 per person on a sightseeing day and you will not be caught out.
Boats: Sanur to Nusa Penida runs IDR 150,000-250,000 through an agent, less direct from the operator. Sanur to Gili Trawangan is IDR 345,000-460,000 depending on the boat. Rafting on the Ayung starts at IDR 250,000, Telaga Waja at IDR 270,000, Melangit at IDR 300,000. All checked in August 2026.
Two things we will not print: a nightly accommodation figure and a flight price. Both move more than everything above combined — accommodation alone runs 30-40% below peak in the green season — and a made-up average would be the least reliable number on the page. What we can say is that the fixed part, the part nobody escapes, is the levy plus entries plus transport, and that part is knowable in advance.
Cars are priced per car, not per person
Almost every budget you will read is written per person, which quietly punishes couples and rewards nobody. Most of what you actually book on Bali is priced per vehicle. A standard car with driver for a full day is IDR 600,000-900,000 on the open market, which four people split into about IDR 175,000 each, fuel and parking and waiting included.
The same logic runs through the island tours. Our own Nusa Penida west route is from $49 per car for up to six people, while the Manta Point snorkelling day is $29 per person because a boat seat is a seat. When you compare two operators, check which unit they are quoting before you compare the numbers.
Where the fourteen days go
Days 1-4, Ubud. Arrival is a write-off whatever your plan says, so land, drive, sleep. Then the interior: rice terraces, the Ayung for rafting, and the pre-dawn run to Mount Batur — 60-90 minutes from Ubud on empty road, which is the shortest approach of any base and the reason Batur belongs to this leg rather than to the south.
Days 5-8, east. Sidemen for the valley or Amed for the water; Tulamben's Liberty wreck is a shore dive you can snorkel. This is the quietest stretch of the two weeks and the one people cut first, usually to their regret.
Days 9-11, Nusa Penida. Sleep on the island rather than doing it as a day trip from Bali: one crossing instead of two, and the west coast at first light before the day boats land. Days 12-14, the south, near the airport, for surf, sunset and the last flight.
When to go, and the one date that stops the island
The dry season runs April to October and the wet season November to March, with the crowd and price peak in July and August. Air temperature sits at 22-32°C year-round and the sea at 27-29°C, so the season question is about rain, sea state and crowds rather than warmth. The wet season does not mean all-day rain: the usual pattern is a heavy downpour of one to two hours in the late afternoon, with sunshine either side.
One date overrides every plan. Nyepi, the Balinese day of silence, falls on Monday 8 March 2027 and runs 06:00 to 06:00. Ngurah Rai airport closes completely — no arrivals, no departures. Roads and ports close, mobile data is switched off island-wide, and everyone including tourists stays on hotel grounds. If your two weeks touch that date, arrive the day before at the latest and depart the day after, and confirm your hotel is serving meals. Galungan and Kuningan do not stop the island but do close coastal roads for processions, usually for thirty to sixty minutes and without warning.
Five mistakes that cost a day each
Booking Nusa Penida as a day trip from the Bukit or Canggu. Both are 60-90 minutes from Sanur harbour, so the alarm goes before five and you reach Kelingking at the exact hour every other boat has landed. From Sanur the same day starts ninety minutes later.
Putting Mount Batur late in the trip. The pre-dawn drive is 60-90 minutes from Ubud and two and a half to three hours from the south. Batur belongs to the Ubud leg, and it belongs early, while the sleep debt is small.
Treating the Gilis as a day out. Three to three and three-quarter hours each way from Sanur. In fourteen days you have room to sleep there; in one day you have room to sit on a boat.
Assuming card payment. Entry gates, warungs and parking are cash. Carry 20,000 and 50,000 notes, and note that working ATMs on Nusa Penida are scarce.
Renting a scooter without the right licence. An international permit with category A is what insurers ask for, and without it a claim is refused. Bali drives on the left and the traffic does not forgive experiments.

Is two weeks enough for Bali?
Comfortably, if you sleep in four places rather than ten. Fourteen nights across four bases gives three to four nights each, which is enough to unpack. The same fourteen nights across ten bases spends roughly a quarter of the trip in a car.
What does a two-week Bali trip cost before flights?
The fixed part is knowable: IDR 150,000 tourist levy per person, IDR 50,000-100,000 per person on entry fees for each sightseeing day, IDR 600,000-900,000 for a car and driver per day split between everyone in it, and IDR 150,000-250,000 for the Nusa Penida crossing. Should I include the Gili Islands in two weeks on Bali?
Only as an overnight. The direct boat from Sanur to Gili Trawangan is 3h to 3h45 each way, so a day trip is a fourteen-hour day for about four hours ashore. With two weeks you have room to sleep there instead, which changes the trip entirely.
Do I have to pay the Bali tourist levy?
Yes, every foreign visitor pays IDR 150,000 once per trip, through the official Love Bali portal before arrival. It is separate from the visa. You receive a QR code that is scanned at the airport.
Is it better to stay on Nusa Penida or visit for the day?
On a two-week trip, stay. A day trip means two crossings and the west coast at exactly the hour every other boat has landed. A night on the island means one crossing and Kelingking before the crowds.
