When the light beams actually appear
The beams are a sun-angle problem, not a luck problem. Tukad Cepung falls into a slot in the rock, and the light has to come from almost directly overhead to reach the bottom — which happens around the middle of the day, not at sunrise and not in the late afternoon. Turn up at 08:00 and you get a quiet, dim canyon with a waterfall in it, which is pleasant enough, but it is not the thing you drove out for.
Season matters as much as the hour. The shafts show in the dry season, roughly April to October, when the sky above the gorge stays clear enough to send hard light down through the gap. In the wet months the sun sits behind cloud for most of the middle of the day and the beam simply does not form, even at the right hour. Getting there and what the walk is actually like
Tukad Cepung is in Bangli, inland and east of Ubud. From Ubud it is roughly an hour by car; from Canggu, Seminyak, Kuta or the Bukit it is closer to two hours each way, depending on traffic. You park at the top, walk down into the gorge on a staircase, and then the last stretch is not a path at all — you follow the streambed on foot. Walking through the water is how you reach the waterfall, so wet feet are part of the visit and not a sign you took a wrong turn.

After heavy rain, access is closed. The route to the waterfall is the streambed, so when the water comes up there is no route — staff turn people back at the top, and they are right to. This is not a rule you can talk your way past, and it can apply on a morning that looks perfectly fine where you are staying, because what matters is the rain that fell upstream, often overnight. In the wet season, build a day where losing this stop does not wreck the rest of the plan.
Two more honest caveats.
